bug#11767: 24.1.50; feature request: being able to specify init.d path

Since some of the different files are preloaded, and others depend on
features implemented in C, the above seems like it will be prone to
subtle problems and bugs due to mismatch between the Emacs binary and
the rest of Lisp files.  Am I missing something?
