Does this happen with "emacs -Q"? cause it never happened to me.

Or perhaps you started Rmail from this window configuration:

 |      *scratch*       |
 |                      |
 +-----------+----------+
 |        rmail         |
 |                      |
 +----------------------+

in the first place??
