Subject: mail headers shifted to body of message

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

When sending mail composed in emacs the subject:, cc:, and to: fields
are shifted into the body of the message. The mail is then sent with no
subject and the intended cc: and to: lines all put into the header to:
field. Here's an example of a test message I sent to myself:

The second set of "to:, cc:, subject:" is how I originally composed
the message.

I'm using sendmail 8.13.8 packaged with fedora core 6. If I use the
"mail" command to compose and send a message those messages are sent
correctly.
