Cache Error: (end-of-file), while I open the file remotely from a Unix

I am using Emacs 22.0.50 in Windows2000, everytime I read file from a solaris
server by /ftp:username@machine:/dir/filename.c and it works well.
Some days ago, i changed my OS to windows2003, something turns wrong.
While I am opening the file, the following happens:
Opening FTP connection to homer.ih.lucent.com...done
Logging in as user jemmy@homer.ih.lucent.com...done
Getting PWD...done
Doing CD...done
Listing
/ftp:jemmy@homer.ih.lucent.com:/bld/jemmy/1apx10/db/tools/com/...done
Doing CD...done
Listing /ftp:jemmy@machine:/dir/...done
Retrieving /ftp:jemmy@machine:/dir/file.c...doneMaking completion list...
Loading eieio-opt...done
Retrieving file.c...done
Retrieving semantic.cache...done
Mark set
Cache Error: (end-of-file), Restart [2 times]

and, there is nothing in the opened buffer. It seems the buffer treat the
beginning of the file as the end.
I input something like "asdfg", and save it. Then I telnet to the machine,
cat the file,  it's been replaced by the "asdfg". And I tried to open the
file again from emacs, there is still nothing.

I used emacs21.3, 22.0.50, and unicode branch,  all are in trouble. 
And I compiled the CVS emacs for unicode branch and common branch, both are
in trouble. 

I have shut the 2003's firewall.
I login to win2003 as administrator.

So, is there any way to fix this problem?  Thanks a lot.
