scroll-bar-mode's value is left, right, but never both

  Documentation:
  *Specify whether to have vertical scroll bars, and on which side.
  Possible values are nil (no scroll bars), `left' (scroll bars on left)
  and `right' (scroll bars on right).

why of course. left, right, left, right, like marching in the army.
never did it occur to them that in some superwide window applications,
well beyond the edge of the screen, it might be convenient to have
scroll bars on both sides of the window. and all 4 sides too, and down
the centers maybe too even. not that i have any real examples today.
