browse-url and galeon

In GNU Emacs 21.2.1 (i386-debian-linux-gnu, X toolkit, Xaw3d scroll bars)
 of 2002-03-22 on raven, modified by Debian
configured using `configure  i386-debian-linux-gnu --prefix=/usr 
--sharedstatedir=/var/lib --libexecdir=/usr/lib --localstatedir=/var/lib 
--infodir=/usr/share/info --mandir=/usr/share/man --with-pop=yes --with-x=yes 
--with-x-toolkit=athena --without-gif'
Important settings:
  value of $LC_ALL: nil
  value of $LC_COLLATE: nil
  value of $LC_CTYPE: nil
  value of $LC_MESSAGES: nil
  value of $LC_MONETARY: nil
  value of $LC_NUMERIC: nil
  value of $LC_TIME: C
  value of $LANG: de_DE.ISO-8859-1
  locale-coding-system: iso-latin-1
  default-enable-multibyte-characters: nil

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

I use galeon as standard browser for browse-url by using the following
lines in my .emacs:

        (setq browse-url-browser-function 'browse-url-galeon)
        (setq browse-url-new-window-flag t))

However, the new-window-flag does not seem to work. The command line
produced by browse-url-galeon is something like

    galeon --noraise -w -x <url>

The -w and -x flags seems to be conflicting: -w should open a new
window, while -x should use an existing window. Maybe it would be
better to use

    galeon -n <url>

if no new window should be opened (but rather a new tab) and

    galeon -w <url>

for a new window.
