switch-to-buffer's ESC p should go down recent buffer list

You know, C-x b [switch-to-buffer]'s ESC p  really should go down the list of
most recent buffers instead of just the minibuffer history list or something:

C-x b a a RET C-x b b b RET C-x b ESC p ESC p ESC p

See how it ran out of answers instead of offering the *scratch* buffer
as a choice, etc.  That's because it's not getting its choices from
the list of recent buffers, but elsewhere.
