Unfortunately, while your patch may seem to DTRT for most European
languages, IIRC we discussed truncating the names before and decided
against it, since it may lead to ambiguous abbreviations in some
languages, and isn't sufficient to fix the problem at least with
Japanese (where even the full month names are only 2 characters for
January to September, and the double-width characters add further
complication).

I think that was introduced after our last discussion of this topic.
Maybe it would be better to detect when the month names are not being
formatted to consistent widths, and default to YYYY-MM-DD in those
cases.
