recenter causing delay in cursor display

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

Cursor stops blinking for about one second after hitting C-L. If point
is on a line that contains a comment, the cursor is invisible during
the one second delay. If point is on a line that does not contain a
comment, cursor is visible (but not blinking). Cursor resumes blinking
after the one second delay. It is annoying only when point is on a
comment-containing line, because I feel that I've "lost my place"
momentarily.
