How about "all of the above"? I've seen this on a Linux console, under
xterm, in PuTTY (a Win32 SSH client), in GNU Screen on all three, etc.
Under X11 and w32 window systems the modeline always appears white-on-
blue as expected.

Additionally, it seems that this does not happen under 21.0.102, so
presumably something relevant changed inbetween that pretest and the
released 21.1.
