customize and apropos.* commands do not show a way to change font menu popup, menu-bar and context help font sizes

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

(In case it matters, this version of emacs is compiled with png.)

There should be some easily located way to change or customize the font
menu popup, menu-bar and context-sensitive/balloon help fonts.

I searched for several things, including "Help" under the customize
area, as well as "balloon" and "context" using both apropos and
apropos-variable ... and found no way to change or customize these
fonts.
