.tar.gz and .tgz files not browsable from dired-x even when jka-compr.el is loaded

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

With jka-compr.el loaded, files such as gnats-3.113.1.tar.gz or
gnats-3.113.1.tgz were formerly browsable merely by pressing 'v', but
the new version of emacs just shows binary characters.

When the file is uncompressed to gnats-3.113.1.tar then pressing 'v'
lets me see the index as formerly.
