bug in building 21.1

during make, temacs crashes after dumping emacs...

I note that emacs seems to be built... so I retype make and it works
its way into leim...

...

Formatting translation rules...
Byte-compile the created files by:
 % emacs -batch -f batch-byte-compile XXX.el
Fatal error (11).Segmentation fault - core dumped
make[1]: *** [quail/CCDOSPY.elc] Error 139
...

The stack trace reveals the death in __do_global_dtors_aux from libungif
again...


Any hints; I'm hoping you've seen this more than a few times now, and
have a quick answer what I'm doing wrong.
