I just rebuilt version 21.0.106 and the scrollbar problems are indeed
absent in that version.  So the problem should be related to a change
in the code of emacs.

I will have a look at the code in scroll-bar.el in both version
21.0.106 and 21.1 and see if the change causes the problems.
