Messages like this, (and i think this happened to me a few yrs ago
too..) Make me think that whatever the source (at various places:
gnu.org website, M-x report-emacs-bug, etc. etc.) That asks you to
send a mail to bug@emacs.org, is a bit misleading..
It should also tell you that "your message will also get posted on a
newsgroup for all to see.."

One answer i have often seen to your question is:
Hang out at gnu.emacs.help and comp.(x)emacs. The TODO comes
with your emacs distribution..
Also check out gnu.emacs.sources, and begin by posting your
improvements there..
