It's most likely not a desktop bug but an ange-ftp problem.
Could you try it with a file whose path includes a space ?
(such as /meijerweb:/C/Inet pub/www root/eline.asp)
Also could you shows us the contents of the *ftp meijerweb* buffer
(in the Emacs where the file appears with a trailing slash) ?
