In GNU Emacs 20.3.1 (sparc-sun-solaris2.6, X toolkit)
of Tue Oct 20 1998 on attitude.csc.umd.edu
configured using `configure --prefix=/usr/local/gnu'

Since ESC . just reads from tags-buffer (TAGS), it seems that makes
sense that it open the "TAGS" buffer in a read-only mode.
(the default gets bad for me because:
One of my emacsen is busy setting tags for me for the latest
functions/software..
In the other (main) emacs, i will have called ESC . in past, which starts to
"edit" the tags buffer! then my emacs will be running some elisp
program, when the program will be suddenly disrupted by:
"TAGS modified. Really edit? "
whereas i never asked the emacs to edit the TAGS in the first place.
I wished it just 'visited' the TAGS table...
)
