Thank you for your report.

This is not a bug, it's perhaps a missing feature (a possibility to
force Info mode to behave like the stand-alone reader).  The current
behavior is the intended behavior, it was a result of a long reasearch
of user preferences and lots of tuning.  Its rationale is that in a
node with a very long menu, there's not much sense to let the user go
through all that menu just to get to the first subnode.

The next version of Emacs will have an option to make Info in Emacs
behave like the stand-alone reader: you are taken to the first subnode
only after hitting the bottom of the present node.
