I believe it's so that people can report bugs.
Note that I don't administer the mailing lists. If you want to
*understand* the policy, that's one thing. If you want to *change*
the policy, you would have to step up and volunteer some time as a
system administrator.
Personally I would be in favor of using the mailman feature
"hold messages from non-subscribers for approval". If someone's
bug report gets held for 12-24 hours, I don't have a problem with that.
I would also volunteer to be one of the moderators/administrators.
I set up a mailman list, address@hidden, which works
this way. We get a couple of spams submitted per week, but no one besides
the moderators sees them.

It's easy to tell other people what to do; it's harder to actually
do things.
