Macro TIME_WITH_SYS_TIME used before defined

The macro TIME_WITH_SYS_TIME is used in config.h from CommonC++ 2 1.0.7
before it is defined. That gives a lot of compiler warnings when I compile.

$ grep --line-number --context=2 TIME_WITH_SYS_TIME \
