Hi,
I should have told you about the locale.
Very limited locale is installed on my system:
% locale -a
C
POSIX
en_US.ISO8859-1
en_US.ISO8859-15
address@hidden
en_US.UTF-8
ja_JP.PCK
ja_JP.UTF-8
address@hidden
ja_JP.eucJP
So, I usually use
% ./configure --disable-nls
