$$ and \over are perfectly valid commands in LaTeX, so I don't see any bug
in Axiom output, at least when it exports begin/end of formulas and
fractions ? I think further that it is the best way to export these
properties/functions, as it can be used by both Plain TeX and LaTeX users.
Using \[, \] and \frac would limit Axiom to LaTeX users only.
