Gentlemen,

I have recently found your Public Library of Science website
(www.publiclibraryofscience.org). I'm writing for two reasons.

First, I'd like to pass along the suggestion that you solicit
and accept Ph.D. thesis papers as these have already been 
reviewed and thus represent a low cost source of research.

Second, to let you know that I've begun a similar experiment.
Axiom is a computer algebra system which has recently been released
as open source. I'm creating an open source publication called the
"Axiom Journal". This differs from traditional journals in that all
of the articles are intended to be "literate programs". That is, 
the papers will include both the theory and the reduction-to-practice
of running code sewn together into a literate program (basically
TeX with a few extra tags).

The motivations are that (a) Axiom needs to meld theory and code
in order to create a system that will survive for the next 30 years
(b) other sciences require reduction to practice and repetition of
results so why not computational mathematics (c) paper is the wrong
medium to distribute computational mathematics results (d) the
theory, code and results need to be "open source" so everyone can
use, modify, maintain and build upon the results.

I'm in the process of defining the literate program format and
the submission guidelines. Eventually they will be available at
www.nongnu.org/axiom/Journal/index.html.

I'd suggest investigating formats beyond the ones used by the
current journals. You are, after all, using a new medium so why
not rethink the format to exploit the medium?
